The XRC Mall, the first mall to operate in the province of Oriental Mindoro located at Lumangbayan, Calapan City, now plays as “big brother” to its 17 tenants and concessionaires after the launching of the DOLE’s KWT Program on 30 January 2013 held at I-Tech Function Room, 2nd Floor of the said mall.
The KWT Program is Kapatiran Para sa Mas Ligtas, Malusog at Produktibong mga Manggagawa (KAPATIRAN), Work Improvement in Small Enterprises (WISE) – Training and Advisory Visit (TAV) Program. It adopts a kapatiran concept wherein the XRC Mall, popularly known as Neo Calapan Mall, practices corporate social responsibility to its tenants and concessionaires or “small brothers” by sharing its resources and expertise in improving their work conditions particularly in the field of Occupational Safety and Health (OSH). This is with the end in view of empowering these small brothers to build among themselves the culture of voluntary compliance with labor standards and to achieve higher productivity toward business competitiveness.
The Department of Labor and Employment (DOLE) MIMAROPA under the leadership of OIC-Director Zenaida Angara and Assistant Regional Director Atty. Alvin Villamor showed its unwavering support to this kapatiran venture of XRC Mall toward Micro, Small and Medium Enterprises (MSMEs) operating inside the mall. In her message delivered during the launching program, Director Angara explained that DOLE already got rid of the “police” approach in its labor enforcement program. Instead, the department now employs developmental ways, one of which is the KWT, of helping business establishments to cope with the demand of standards both on wages and for the safety and health of the work force. She also expressed optimism that kapatiran will bring closer partnership between DOLE and the private sector toward workers’ protection.
With 26 participants from the mall, the launching program highlighted what is in store for them in this kapatiran set-up. The one-day program also gave them a grasp on general labor standards, occupational safety and health standards and on contracting/ subcontracting arrangement under Department Order No. 18-A.
