In compliance with the Memorandum No. 16-8-19 issued by the DOLE MIMAROPA OIC Regional Director, Atty Alvin M. Villamor, DOLE – Oriental Mindoro Field Office headed by Engr Juliana H. Ortega, in three (3) separate days facilitated the conduct of massive information dissemination on CONTRACTING AND SUBCONTRACTING Arrangement. On the 1st day, Sept. 27, it was done before the Provincial Tripartite Industrial Peace Council (PTIPC) at Calapan City, another one on Sept 29 to the Tourism Industry Tripartite Council (TITC) at Pto Galera, and the last one was on Sep 30 to the Or. Mindoro Domestic Shipping Tripartite Council (OrMin DSTC) again at Calapan City.
Looking back, DOLE-Oriental Mindoro guided by the Philippine Constitution, The Labor Code of the Philippines, various Executive Orders, D.O. No. 8 S 1995 and D.O. No. 14 S 1996, and in view of great contribution of various industries in the job creation and in achievement of economic progress in the province of Oriental Mindoro, facilitated the creation of the three councils on the dates herein specified:
Each council which was established towards building a culture of tripartism among the employers (& ship owners on domestic shipping industry), the employees (& seafarers on board domestic ships), and the government sector, also serves as the consultative and advisory body for the promotion of long lasting and harmonious employer-employee relationship.
Since then, the council gathered yearly to keep the members abreast on the latest work-related laws and issuances pertaining to the general labor standards, occupational safety and health standards, and productivity.
This year, the DOLE-Or Mindoro Field Office separately gathered the councils for a wider venue in accessing employers (and contractors), employees and government sector for purposes of conducting information dissemination on contracting and subcontracting issues. Tapped as resource speaker was Mr. Philip T. Alano- Supervising LEO of DOLE Region MIMAROPA. To make the participants (particularly the employers) better understand Contracting and Subcontracting so as to ensure compliance on existing labor standards laws, Mr. Alano presented and discussed D.O.18-A ( Regulations Governing Contracting and Subcontracting Arrangements), and D.O. 150-16, Revised Guidelines Governing the Employment and Working Condition of Security Guards & Other Private Security Personnel in the Private Security Agency.
Another equally important topic to ensure compliance was the Implementing Rules & Regulations (IRR) on Wage Order IVB-07. Mrs Elizabeth M. Teves – Board Secretary, and Miriam E. Miravite – Supvsg LEO of the Regional Tripartite Wages & Productivity Board (RTWPB) IVB were also invited to have a review on the said IRR and remind employers of the last tranche of implementation of Wage Order IVB this Nov. 01, 2016.
