DOLE Palawan Conducts Lecture on Occupational Safety

Due to the reported fatal elevator accident that happened on February 01, 2017, DOLE Palawan gave immediate attention by conducting post-investigation of the said incident, the day after the mishap happened.

The findings of Ms. Ma. Soccoro Marquez, Labor Laws Compliance Officer Designate of DOLE Palawan FO, led to the conduct of “Safety Orientation” to selected employees of the Puerto Princesa City Hall. Participated by 17 employees from the offices of City Engineering, Night Patrol, City Traffic Management, General Services, CDRRM, and Civil Security Group, the one-hour discourse was held last April 3, 2017 at 2nd floor, Conference Room 1, at the City Hall of Puerto Princesa.

Topics discussed were about the Occupational Safety, particularly on a construction setting; pertinent OSH legislations; and the Memorandum of Agreement - Joint Administrative Order (MOA- JAO) among DPWH, DOLE, LGU, DTI, DILG, and PRC. The discussion dwelled on the use of Personal Protective Equipment in every hazardous work area or process, need of Safety Officers especially on construction and/or hazardous sites, and the proper use of safety signage. During the lecture, the MOA-JAO was emphasized because majority of the participants work with contractors and it is important for them to know that such guidelines exists governing occupational safety and health in the construction industry among all concerned stakeholders for them to assist in ensuring that a suitable construction safety and health program for the workers.  Ms. Marquez stressed further that there is a need for involved agencies to work harmoniously and synchronize all undertakings to achieve a safe and accident-free workplace in the construction industry.

During the open forum, attendees manifested their appreciation of the conduct of the safety orientation and expressed their interests to undergo COSH/BOSH trainings. At the end of the discussion, three recommendations were made: a) For the DOLE to ask DPWH Palawan to copy furnish DOLE Palawan Field Office on all on-going construction projects in Palawan; b) For the DOLE to conduct similar orientation on Safety and Health to all municipalities of Palawan, specifically to its building personnel; and, c) for the DOLE to create Industry Tripartite Council (ITC) on Construction to not only facilitate speedy resolution of issues/concerns but also to address these with confronting contractors during assessment visits.
