MIMAROPA Labor Inspectors and Hearing Officers undergo Capacity Building

With the DOLE’s vision: “Every Filipino attains full, decent and productive employment”, DOLE MIMAROPA conducted a 3-day Capacity Building for Labor Inspectors and Hearing Officers held at Filipiniana Hotel, Roxas Drive, Lumangbayan, Calapan City, Oriental Mindoro on January 9-11, 2018.

This training aims to further equip the department’s enforcement arm with the knowledge on the latest labor laws as well as techniques to effectively execute our mandate.   

The participants were welcomed by Assistant Regional Director, Atty. Sixto T. Rodriguez, Jr. He clarified Article 128 (Visitorial and Enforcement power of the Secretary of Labor and Employment). “Never hesitate to ask for guidance to become effective Inspectors”, he ended.

Meanwhile, Regional Director, Atty. Alvin M. Villamor, in his inspirational message said that “By working as a team we can definitely make an impact again for this year 2018”. He also congratulated the participants for the job well done in year 2017 and further elaborated the difference between Articles 128 and 129 – Recovery of Wages, Simple Money Claims and Other Benefits.

On the level of regulatory inspection, the following issuances were discussed by well-versed inspectors of the region: Revised Rules on the Administration and Enforcement of Labor Laws ; Determining Labor-Only Contracting (D.O. 174-17), Safety and Health Measures for Workers, Who By Nature Of Their Work, Have to Spend Long Hours Standing (D.O. 184-17) ; Guidelines Governing the Employment and Working Conditions of Health Personnel in the Private Healthcare Industry (D.O. 182-17) ; Procedure of Inspection in Commercial Fishing Vessels / Domestic Shipping ; Batas Kasambahay (R.A. 10361) ; and Fire Inspection Procedure. The participants also underwent workshop on writing a good notice of results.

In addition, an Upgraded Inspector’s Mobile App was introduced by Engr. Rhea J. Paitan, Senior Labor and Employment Officer.

Once an establishment fails to comply with the directives and rectify the violations listed down in the Notice of Results within the prescribed period, a full blown labor standards case is born via a compliance order.

 For uniformity, a brief discussion on handling a hearing and preparing compliance order was presented by Mari-jo L. Cordova, Senior Labor and Employment Officer.

The last day was focused on the presentation of the proposed Individual Performance Commitment Review (IPCR) and distribution of individual targets per inspector.

With the knowledge and shared experiences gained from this 3-day activity, the DOLE MIMAROPA team will again surely succeed in 2018.
