DOLE MIMAROPA is getting ready for 2019 Inspection

CALAPAN CITY, ORIENTAL MINDORO - As the labor inspection kicks-off in MIMAROPA for 2019 as well as reloading with the knowledge and upgraded techniques, Labor Inspectors and Hearing Officers underwent seminar entitled: “Retooling Course on Labor Inspection and Case Disposition towards better Strategy for 2019” on January 29-31, 2019 held at Filipiniana Hotel.

The program started as OIC Regional Director Joel M. Gonzales delivered his key message for the team. “I hope that through this training opportunity as we started our inspection, we’ll have the same approach, the same framework from Labor Inspection to Case Disposition” – he ended.  

Meanwhile, on 25 January 2018, Implementing Rules and Regulation (IRR) of Republic Act No. 11058 otherwise known as “An Act of Strengthening Compliance with Occupational Safety and Health Standards and Providing Penalties for Violation Thereof” was effected. First day of seminar focused on the understanding with the said law presided by Engr. Jose Maria S. Batino, Deputy Executive Director of Occupational Safety and Health Center (OSHC). Several queries were raised as some points will still be escalated for clarification purposes for better implementation.

In the afternoon, well-versed MIMAROPA Labor Inspectors discussed the following topics: Understanding the Rules and Regulations on Wage Deduction; Analyzing the 2017-2018 Inspection Results with Case Digest; Writing Inspection Results in Notice of Result.

The following day was made more productive and interactive, as DOLE MIMAROPA was given the opportunity to be with Atty. Generoso V. Santos, Executive Labor Arbiter of National Labor Relations Commission Regional Office IV. Atty. Santos enthusiastically shared some effective techniques on strengthening Case Disposition with focus on Labor-Only Contracting and Security of Tenure. Also, he presented Jurisprudences that will definitely help the case management team in disposing Labor Cases.

Moreover, Bureau of Working Condition was also invited to present their point of view on the IRR of the OSH Law. Same with the representative from the OSHC, Dr. Marco Antonio S. Valeros, Medical Officer III of the Bureau, tackled the guidelines as he gave emphasis on the number of occupational health personnel and facilities required per establishment.

Last day of the program, DOLE MIMAROPA had their team meeting with the following agenda: Effective Handling of Labor Standard Cases; Understanding the Execution of Judgment at Sheriff’s Level. Afterwards, planning session was held as new strategies together with the 2019 inspection timeframe were carefully identified. Distribution of individual targets was led by the Chief of Technical Support Service Division, Philip D. Ruga.

With this humble preparation and collaborative efforts of the team, DOLE MIMAROPA will definitely make another achievement for this year’s target with respect to Labor OSH laws inmplementation.
