DOLE MIMAROPA gives hope to PWD in Puerto Princesa City


As part of the Department of Labor and Employment’s (DOLE) mandate to develop human resources, the department ensures that all qualified beneficiaries including Persons With Disability (PWD) are equally given opportunities and support with DOLE’s livelihood programs and services.

Lydia C. Samson, a 64-year old PWD, received a starter kit from DOLE worth Php19,993.50 last 22 July 2019 for her sari-sari store project located at Purok Visapa, Brgy. Irawan, Puerto Princesa City, Palawan.

Samson has a broken leg that impedes her from normal walking and she needs to use adult walker for mobility.

Fortunately, with the sari-sari store project, Samson is regularly winning the daily needs of her family after losing her husband who passed away 3 months after the receipt of the livelihood assistance. “Sobrang laking pasasalamat ko sa ibinigay na pangkabuhayan sa akin ng DOLE dahil ito ay magbibigay ng karagdagang suporta upang mabuhay ko nang maayos ang aking pamilya” (I am really thankful to the livelihood grant given to me by DOLE because this would give additional support for me to be able to support my family), she said.

Fondly called by her neighbors as “Nanay Lydia”, she always wears an amiable smile as part of her quality services to her customers by offering daily basic goods such as rice, sugar, coffee and more.

Samson’s small business faced many challenges including the Luzonwide Enhanced Community Quarantine (ECQ) but this did not discourage her to continue serving her community.

In fact, ECQ gave her the opportunity to have more buyers as her store is strategically located and only few steps for her neighbors’ grocery needs.

Samson is now living alone since her adopted son and daughter-in-law got separated from her thus her daily income from the store serves to supply her daily needs.

During the livelihood monitoring last 10 July 2020, DOLE Palawan staff visited her, greeted in response with a wide grin on her face and kiddingly asked, “Sisingilin niyo na po ba ako?” (Are you asking me to settle my loan now?).

“Ang laki ng tulong nitong tindahan sa akin lalo na noong lockdown at hindi ako makalabas. Dito ko kinukuha ang araw-araw kong pangangailangan”. (This store was a big help to me especially during the lockdown and I was not able to go out. This is where I get my daily needs), Samson added.

Even with her current physical condition, she vows that she will not feel helpless instead be self-sufficient as much as possible so that other persons with disability will also be motivated amid there is existing health and financial crisis.

Learning the sustainability of this project, DOLE MIMAROPA under the leadership of Regional Director Albert E. Gutib will continuously give equal opportunities for the PWDs belonging to marginalized sector as he mentioned “Samson is just one of the PWD beneficiaries that DOLE MIMAROPA has assisted in realizing their dreams.  We believe that helping them in a simple way through our programs can help them boost their morale and let them feel the sense of belongingness in the society”.
