DOLE’s SPES implementation in Romblon begins

ROMBLON – The Department of Labor and Employment (DOLE) MIMAROPA through its Romblon Field Office started last July 23, 2020 the implementation of the Special Program for the Employment of Students (SPES) for calendar year 2020 benefiting 287 students in the province.

Romblon is now placed under the Modified General Community Quarantine (MGCQ) which paved way for the SPES implementation but to adhere to minimum health and safety protocols and standards to prevent from coronavirus infection. These include wearing of face masks, proper hand washing/sanitizing, social distancing and mandatory checking of body temperature.

Before the pandemic, SPES beneficiaries were engaged in field works but with the new normal, participating employers from thirteen Local Government Units (LGU) and a State University, were encouraged to promote alternative working arrangements and assign the student-beneficiaries to do paper works or related tasks that will not require them to travel or be exposed to possible local transmission of the virus.

Moreover, representing DOLE MIMAROPA Regional Director Albert E. Gutib, Provincial Director Carlo B. Villaflores emphasized the qualification made by the Office as he said “For general safety and welfare purposes, SPES applicants below 21 years old and those with immunodeficiency, comorbidities or other health risks are prohibited from participating in the said employment program.”

At the end of employment period, students will receive two parts of salary from participating employer and DOLE MIMAROPA ranging from 40% to 75% depending on the municipal classification per program guidelines and based on the fourth tranche compensation adjustment for local government personnel under Local Budget Circular No. 118 series of 2019.

For DOLE’s counterpart, the Office allotted 1.1 million as counterpart salary for the program in which each qualified student will receive SPES salary ranging from Php3,219.60 to Php4,905.00 through an accredited money remittance center.

SPES is a flagship program of the department focused on employment bridging program that aims to augment the family’s income of poor but deserving students including OSY or dependents of displaced or would-be displaced workers who intend to finish their education.
