DOLE MIMAROPA: A PRIME-HRM Bronze Awardee

Behind every successful organization is a team who unselfishly works toward a common goal. This is the value that the Department of Labor and Employment (DOLE) MIMAROPA has exhibited in achieving another milestone this year 2020, in line with the delivery of effective and efficient services to both its internal and external clients.

 In a simple ceremony held on 27 July 2020 which was attended by limited number of personnel in compliance with the community quarantine protocols, the Civil Service Commission, Regional Office No. IV awarded the resolution issued by Chairperson Alicia dela Rosa-Bala and her Commissioners conferring DOLE MIMAROPA as bronze awardee on Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level II.

 Representing CSC IV Regional Director Karin Litz P. Zerna was Oriental Mindoro Provincial Director Nancy B. Asilo who personally handed the resolution to DOLE MIMAROPA. “We saw your commitment and effort toward achieving this award… thus, you deserve to hold the title as PRIME-HRM bronze awardee. Very excellent!” Director Asilo said as she congratulated the agency for passing the PRIME-HRM Maturity Level II – Accreditation.

 DOLE MIMAROPA was confirmed to have met the PRIME-HRM Level 2 – Maturity Indicators in the systems, practices, and competencies of the four core HRM systems such as: (1) recruitment, selection, and placement; (2) learning and development; (3) performance management; and (4) rewards and recognition.

 Receiving a copy of resolution with gratitude, OIC Regional Director Albert E. Gutib commended the men and women of DOLE MIMAROPA for bagging the award. “Congratulations team! We received another honor that we can really be proud of. We should continue our track thus, I challenge everyone to work towards Maturity Level III or even Level IV,” Director Gutib said.

 As bronze awardee, DOLE MIMAROPA will be enjoying the following privileges: (1) authority to approve appointments, subject to post audit; (2) 20% discount for the HRMO or Agency Representative on trainings/conferences conducted by the Civil Service Institute; (3) Endorsement or recommendation for the scholarship grant offered by other institutions; (4) Nomination to Civil Service Commission’s Certification Program for  HRMOs subject to the guidelines to be issued by the Commission; (5) Exclusive membership to community of learners who shall have access to digital learning resources and other developmental opportunities subject to the guidelines to be issues by the Commission; (6) Announcement of the agency’s programs/projects bureaucracy-wide through the CSC website; and (7) such other benefits that the Commission may approve in the future.  

 To keep the said privileges,  the recipient organization must be responsible on the following: (1) maintain the status under Level 2 and continue to improve its HRM systems to meet the indicators of the next higher level; (2) comply with the 2017 Omnibus Rules on Appointments and Other Human Resource Actions, Revised July 2018 and other Civil Service Law and rules in the issuance of appointments and implementation of other HR actions; and (3) partner with CSC in providing assistance to other agencies in the development or improvement of HRM systems.

 Moreover, CSC will be conducting an evaluation on the extent of compliance of the aforesaid responsibilities every two years.

 Meanwhile, as the ceremony was held based on new normal, CSC will be setting a formal ceremony to endow the plaque of PRIME-HRM bronze award to DOLE MIMAROPA once the community quarantine has been lifted.

 PRIME-HRM’s objective is to transform the agencies’ HRM systems, competencies and practices to elevate public sector HR to a level excellence for good governance and for efficient and effective public service delivery.
